This is a Jabsco electric toilet (37072-0092) with rocker switches.
37072-0092 isn't a Jabsco toilet model, it's the part number for a replacement pump motor assembly for a Jabsco 37045 Quiet Flush toilet, designed to use pressurized fresh water. It took me a while to find that information... and once I did, I knew what your problem is:

Jabsco Quiet Flush FW owners manual there needs to be a vented loop with an electric solenoid valve in the flush water intake line (the line that connects the toilet to the fresh water plumbing ). The flush button (or rocker switch) opens and closes that solenoid valve allow water to flow into the toilet bowl when the boat's water pump is on to pressurize the fresh water. That solenoid valve has failed--kinda like a leaky faucet-- and is allowing water to seep into the bowl when the water pump is on. Replacing it will solve your problem.
That's the good news. The bad news is, Jabsco solenoid valves have a high failure rate and they aren't cheap!
Btw,...you'll want to print and hang onto that owners manual...Xylem reorders their website at least once a year...I find out they have when all of my Jabsco bookmarks no longer work. And it seems to link I posted to the owners manual didn't work when I tried to open it again here. I'll find one that does...this virus lockdown gives me plenty of time to do it. <sigh>......
