I used about 1/2 cup of bleach and filled it with water. Left in in over night than flushed it clean the next day a couple of times.
Is the tank aluminum or plastic? Aluminum oxide build up? Algae type build up?
If you can remove the tank from the boat - I like to use bleach water and a 1/2 stone or coral type gravel poured into the tank.. Then shake the tank to high hell and let that gravel go to work... Rinse it and repeat until clean.
