I own 28' Catalina with water two water tanks. Can you leave both tanks "on" (valve open) or only one at a time?

You own it. You can do what you want. When you run both tanks dry you Are out of water regardless of the position of the valve.

Many Catalinas the front tank is higher so tries to drain to rear tank, that pressure can cause leaking from inspection plates at top of tank. Anyway I find it easier to only open one at a Time. Front first then rear, boat probably sails better with front tank empty, mine does.

Bill's right, it's always better to know what's going on, 'specially if you don't have tank gauges. Also, sometimes pumps will run crazy if both valves are open.
