I HAVE A 1984 27' Hunter and the water line stripe is all faded and discolored. Can
I just apply a new vinyl material over the existing or do I first have to remove the old
striping.

Are you certain that your bootstripe is vinyl tape? If so then yes, you need to remove it. There are a few ways that we can discuss once we are sure it needs removed.

If it happens to be paint as most are then sanding becomes the option. And then repainting with boostripe paint. A very small can of Petit black is plenty for the 74' of bootstripe on my H37C. Biggest pain is the application of 128' of blue tape.

The bootstripe color is generally in the gelcoat. I would not use vinyl, as it just won't hold up well. On my 35.5, I taped it off, roughed it up real good, and rolled it with a 1 part poly urethane(sp) that has held up fairly well for almost 3 years.
