Water leaking from cockpit sole at binnacle

Has anyone had issues with water entering the base of the binnacle and then leaking down the steering gear and forward into the quarter berth? I've got an 81 Catalina 30 and anytime I wash out the cockpit or it rains I get water in the quarter berth. How difficult is it to unscrew the binnacle base? Any assistance would be appreciated.
Also any recommendations besides zincs if your prop is getting electrolysis? My boats in a marina so there could be stray current from other boats. Thank you for your time!

I have no water entry at this point, and we have had plenty of rain this year. I was under the cockpit a couple of days ago, and the bolts holding the pedestal are easily accessible.

John's right, access should be good. Two places: where the guardrails meet the deck or where the base of the pedestal comes to the deck. Could be either or both. Good luck.

I used butyl tape on a stanchion leak I had in the bow with great results.
