I'm not so familiar with the 22, I have a 25....but at some point Catalina went to self bailing cockpits rather than scupper drains because the drains can clog. Your drains probably need a little more than just a clean, may need to be snaked to get the water flowing out.

Sounds like you have some water in the bilge. You should have a bilge pump in the cockpit....insert the handle and pump away. Bilges do get water in them....it happens...it's why they're there and have pumps. If you don't keep after them they can get quite a bit of water in them over time, especially if you get alot of rain. Check your cabin floor, there should be a wooden plank with screws in it you can pull to look in your bilge.

Take out the cushion on the back of the dinette, you should be able to see into the back area which is otherwise pretty inaccessable. Take a big wet/dry vac and hose out all the little nooks you find. You will also have pretty good access under the port storage locker. The old forward draining scruppers really sucked and will clog with a few leaves or bugs, or dirt dobbers if you let them. The two scruppers run into a single line in the middle and out the bottom, when all is working properly.
