Water Ballast Change

I've noticed that my water ballast doesn't refresh it's self even when I leave the plate open and go for a short cruise. Has anyone devised a way to replace the ballast using air or a pump system to discharge the dead and smelly sea water?

You want "fresh" ballast? Does it really smell? Maybe the smell is coming from your head? Since this is a trailerable boat, pulling the boat periodically would be the simplest way to go. People have devised ways to pump the water out using a sump pump but it seems like a lot of work for little gain to me. Bleach?

How about a few table spoons of bleach in your ballast tank if you don't pull it out for a while? On the other hand, there are a lot of posts from owners who keep their boats in the water for months at a time. Any problems with funky water?
