for smaller boats, do a search for mooring whips.....

all the you need as the photo shows, is a couple of spars securely guyed out from the dock/wharf in such a manner that you can attach mooring lines to them.
if the dock doesnt float with the tide and boat, then there has to be some provision for the lines to have enough slack as the water/boat goes down away from the mooring spars....

When the water next to my dock dropped too much I did something similar on my GS41with bow and stern lines threaded through heavy wall PVC pipe. IIRC it was 2".
Worked well for keeping the boat out a bit and spring lines kept it in position fore and aft.
