You mean a Voyager Wind Vane, Steve?
I'm not familiar with this from first hand experience, but maybe the illustrations below will help.
Do you have some pics? Is it just replacing a worn-out one, or are the pieces, just missing, or...?

Do you have the old one with the fittings?
I would think you could go to a sail or canvas maker and have them make one up.
