I would imagine there is a good rebuilder for the starter locally or in any larger city near the cruising area. As far as the pulley, I'd be inclined to take it to a salvage yard and start comparing. Heck, a machine shop ought to be able to make one for a third of that price. I wish I could be of more help. Certainly, Volvos are used in a lot of industrial applications too, and that might be a source. Hopefully, someone will weigh in with better and more specific help.
The shop in Mexico said they couldn't fix the starter but I found a shop in the US. I didn't think about getting a pulley fabricated but that is a good idea.
