Volunteer! How?

I see in the Boat Info, Hunter Modifications, the following statement: "The Hunter 260 needs a moderator. Volunteer now."

When I click Volunteer now, I get the following error: "You are not authorized to view this resource."

Is there another method, or person I should contact?
