vinyl rubrail cleaning

I want to whiten up my vinyl rubrail to match a buffed out topside and newly painted freeboard. Any ideas of a safe solvent to use on vinyl that will bleach the mold stains away other than a summer in the sunshine?

I've used it on dirty old fenders and my rubrail. Got then as white as new.
