So the way radios get wired on large keelboats is one continuous antenna cable run goes from the radio to the mast deck step. There is a connect in that vicinity for ease of mast removal and wire connection. The reason you are getting weather channel reception, and rx static is that section of antenna within the boat is connected and conducting with some success. While you are checking that mast step wiring connection you have easy access to your antennae connection and can check your radio tx/rx with a meter. The Shakespeare ACT-3 does both.
