Tires make a mess of your hull - black streaks - better than gouges, for sure. I am agreeing with you for protected harbors, which most of us now encounter, myself included. I have been in situations where there was no alternaitve but to ride out the night/day with a big surge. I have used seat cushions and life preservers to keep the hull off the dock - along with fenders. Those were the early days. Not many marinas require that type of preparation anymore. I have not had to use those measures in many years. One develops habits though, and they carry on. Those of us who prescribe to the "no life line" school of thought are probably being overly cautious, but still carry on from a day when it really did matter.

Higgs please note that I said tires hitched

over. NOT naked. A little 3/8 inch nylon half hitched left and right on a tire makes a neat fender that is indistructable.

The root question is whether to use the clips on the life lines for fenders. Personally, i do not use them at all, rather i tied a measured length of line on one fender and the other end to another fender . When docking, I place the fenders around the base of two stantions then toss them off the side of the boat, the fenders hang at a protective height. Works great and no plastic clippy things to worry about. Occaisionally, one fender will creep up and, of course, the other down. But this only happens when i am tightly cleated against a dock on a very choppy day. When this happens, i loop the lines around the base of the stantion to reduce slippage. Does this make sense? steve!

yet mastered that very complicated hitch. ;)
