Vacum develops when pumping out wastewater

Whenever I pump out my waste water, I develop a vacuum and have to break the seal with the pump out hose and the pump the rest of the waste water out. Is the vent one way? Should I have the toilet handle in a particular position?

Depending on your plumbing configuration...but the first guess is a blocked vent or vent line.

The first thing I'd check is the vent line...all the way from the fitting on the waste tank to the end of the vent tube....the fitting and / or the line is probably clogged.
I'm not sure how you can pump out the tank after you "break the seal"...if your vent line is clogged, you may think you are "pumping out" the contents, but not probably not much.
