Updating grounding braided cable question

Our boat has a braided cable connecting the chain plate to the keel.
Along the run is a cartridge style fuse holder. This stuff is old and needs to be replaced or eliminated
Question is do you need a fuse in the ground braid cable??

Is this a bonding cable, connecting all underwater metal? Or is it a ground plane for an SSB radio. Might make a difference.

I don't think I've ever seen a fuse in a radio ground line or a bonding system.

The fact that it is braided cable suggests that it is an RF (radio freq) ground. But since it is going from chain plate to keel would suggest a simple bonding ground. The "fuse" may be a capacitor. check by testing resistance across it. 0 ohms for a fuse, infinite for a capacitor. Grounds should NEVER have fuses.
Does the boat have a HF radio?
if yes where does the coax from the back of the HF radio go?

All good questions that i can't answer
The PO appeared to use it just for a shroud ground perhaps for lightning
It was for sure a cartridge style fuse
Thought it was odd for a fuse in that location but wanted to ask in case i missed something!!
