Universal M25 will not start

I bought the sailboat as is. Was told engine ran 2 years ago. I have the survey that states the same. Engine believed it was bad fuel.

I have cleaned tank, new filter, new fuel. I have fuel pressure all the way to the ip.

In the attached videos, I cracked the ip lines off and turned the engine over. This doesn't seem like enough fuel. Any help would be great.

If you have fuel all the way to your injectors with no air bubbles then make sure your glow plugs are working. Small Kubota diesels are either hard or impossible to start without them.

How did you confirm that fuel isn't moving? Have you tried to bleed the fuel system and injectors?

Your injector pump is not like your fuel pump. It is a boost pump. You need to have fuel in the pump for it to come out. When fuel is ejected from the pump in spurts based on your engine's timing, it comes out under pressure at 1990 psi.

You need to follow the bleed procedure to get fuel to the IP. Any air in the fuel lines will cause the IP not to function. Here is a link to the M25 service manual. Follow the info on pages 2-3 to bleed the engine.

With the manual pump you should be able to get fuel out of the bleed fittings and the IP. If your manual pump will not get fuel to the IP then you need to inspect the filters and hoses from the tank to the IP. You stated that the engine has not worked for 2 years. That is enough time for diesel gunk (sometimes called bugs) to create blockages to the fuel system.

A few things to try, one of which has already been suggested.
1. Verify glow plugs are working
What voltage are they getting?
Do they get warm?

2. You have decompression lever (see attached image)
Activate that and turn engine over to see if you get more fuel flow

3. Open the bleed valve.
You appear to have a bleed valve on your injector pump, but it seems to be missing the knob (see attached image)
I have an M50 and when the bleed valve is open, the fuel lift pump pushes fuel rapidly through the bleed/bypass hoses to flush out all the air. When the bleed valve is closed, the fuel pump just puts positive pressure on the injector pump. The engine will run with the bleed valve open and with the bleed valve closed.
You need to put the knob back on and open the valve all the way, then run the fuel pump to see if fuel recirculates back to the tank.
Search "kubota bleed valve" to see what it looks like (and see attached file)

4. Check if your fuel pickup tube has a debris screen, that might be clogged.
