Universal M25 will not start

I bought the sailboat as is. Was told engine ran 2 years ago. I have the survey that states the same. Engine believed it was bad fuel.

I have cleaned tank, new filter, new fuel. I have fuel pressure all the way to the ip.

In the attached videos, I cracked the ip lines off and turned the engine over. This doesn't seem like enough fuel. Any help would be great.

If you have fuel all the way to your injectors with no air bubbles then make sure your glow plugs are working. Small Kubota diesels are either hard or impossible to start without them.
