This is an attempt to spell the Portuguese phrase "tudo bem" which means literally means "everything's good" but is widely used in a much more informal context to mean "everything's cool" or "no worries, mate!" or "Irie man!" or "jus' cool" Your boat's previous owner seems to have had a thing for Brazil, which I can't fault, being from Jamaica myself.
