Also, I had to pull the lower unit off to find the reason for no water. My brand new (2year old, never seen the water) impeller was toast.
The impellers last maybe 15 to 30 seconds without water to lubricate and keep heat from building up. First outboard I had was run for about a minute out of water and damaged the impeller. I never did get all the pieces out of the plumbing..
The Hondas have a tube from the discharge nozzle to the engine. I remove the tube from from the engine and blow compressed air out the discharge nozzle and back through the engine. This clears out debris and bugs that hide in the water passages.
