I have a little 3.5hp 4-stroke Evenrude (Tohatsu) kicker motor that has the gas tank built in. It's got the post 2010 style gas cap on it

The other day, I went to open the vent & the vent plug came all the way out. I see that the plug has a groove in the bottom of it & I see an e-clip kicking around inside the hole where the plug goes, so it seems obvious that the e-clip came out of the groove. I'd like to get this thing back together, but I don't see how the cap comes apart to give me access to the E-clip. I tried using little screw drivers to push in the 8 little tabs that I see on the bottom of the cap, but that didn't get it apart. If anybody knows the trick(s) for getting those gas cap assemblies apart, I would greatly appreciate hearing about it.
