toe rail trouble

Hello: I'm a newbie here with an old Irwin with aluminum toe rail cap with teak inset. The starboard cap has been ripped up (it's too embarrassing to say how) from just past the shrouds to the stern. Andybody have any idea how to fix that? Where to get replacement aluminum? If anyone still makes it?
