Write to the jurisdiction where the boat was registered

and tell them that the vessel has been permanently relocated to Canada. Include all of the numbers involved and ask for their help.

Documentated or registered

I'm not sure how you go about de registering a boat, but if it's documented I think all you need to do is to let the documentation expire.

Dave I do not know what kind of title documentation

did you receive when you purchased the boat so its kind of hard to recommend a course of action to follow. One suggestion which perhaps may save you some aggravation is the use of a title agent in Canada. I'm sure that a title agent that specializes in marine transactions will have the knowledge of the requirements and the contacts to get the transfer done on your behalf. A boat brockerage firm in your area perhaps may recommend a reliable title agent.

when you reregister it elsewhere

then it cancels out the existing registration. as far as decommissioning the current reg thats their responsibility to notify the previous authority
