Tiny screws on inner side decks - purpose?

Hi all.

A minor puzzle.

What is the purpose of the tiny (1/4 inch dia?) screws on side decks
(about every 2 feet) on inner side decks (see pic at
Dropbox - Link not found

(I hate mysteries.)

Could (a small amount of) water penetrate through if screw got
loose?

I noticed a small splash on the aft face of my bulkhead recently
after sailing hard on the wind..

I\'ll do some experiments with masking tape...
