Tinned wire v.s. Untinned wire

Yes, tinned wire is good in marine environment, I know that. Untinned wire will turn black in very short period of time in marine environment, I know that too. I do have a question: Is the untinned wire's current carry capacity would reduced when it turns black? Why? (just considering the wire, excluding the terminal or connector factor)

Copper Oxide

The black on the copper conducters is copper oxide. The conduction between one or two oxide coated conductors is less than two clean conductors. The resistance caused by the copper oxide will result in heat generation and reduced voltage at the object being powered.
