Timing the cleaning of a water tank

Have read Peggy's book, but didn't see this topic covered. I've got the water tank cleaning procedure down, but what about timing? If I do this while the boat's on the hard and leave the tank empty after cleaning, can I expect critter growth in the lines? Do folks normally splash the boat with a full water tank to avoid this if this is a problem? Thanks.

Go ahead and do it

Recommissioning is something you should only need to do once a year. Whether there's water in the tank or not, the plumbing doesn't stay pressurized when the water pump is off, so it won't get any skankier before you launch that it will while you're away from the boat with the water pump off while it's in the water.
