I am a new daysailor owner and my stays are loose. How do I tighten them. I thought I could just turn the inside of the bracket but it will not turn.

By bracket, do you mean turnbuckle? If so, the problem is likely one of two things seizure, (loosen with wd40), or it is tightened as much as it will go, (get a shorter turnbuckle). Also, if you tighten the forestay, the two shrouds will all tighten.
