thru hull valve

I have a thru hull valve that will not close properly. The thru hull itself is in good shape. Is it possible to remove the valve without taking out the thru hull and if so is there a way of doing it without taking the boat our of the water? Thanks,

It can be Done .....

it you can loosen it without twisting the thru hull fitting in the hull. Put a tapered wood plug in the outside of the thru hull fitting to keep the water out while you are working. Make sure your bilge pump is working and your insurance is paid. what size boat do you have?
