I'm not in disagreement with you....... I simply bring up the point that you assumed that his horshoe bouy was the only throwable on the boat.... and therefore should not be tethered.

I made the assumption because he did not indicate he had any other MOB device. I have lost two people overboard on two occasions - both recovered. Experience has taught me an untethered throwable and an eye on the MOB are the biggest issues.

Well, let's agree the we both hope he has more than one throwable device.... along with some kind of retrieval system.
