Throttle Control

I am looking at buying a 1985 C-30 with the Universal M25 diesel engine. When I push the throttle for a faster speed, it always drifts back to a speed a bit higher than idle speed. The current owner uses a piece of string to keep the throttle where he needs it.
Is the fix for this just tightening some nuts someplace?

I glanced at the binnacle and didn't see how to get into it to inspect the linkage. Also, I need to remove the compass for some repair. The card inside has tipped to one side. I am guessing, if I remove the compass, I will see the throttle control. Yes???

Rocknoids, according to Edson's site, there are 4 machine screws that should hold in the compass. After that is out, there is some sort of friction control for the throttle.

REMOVE COMPASS

Before removing the compass bolts, run a piece of electrical tape vertically from the compass across the engine control housing, top plate, and onto the pedestal. Slit the tape at each joint. This will help you realign the compass with the other parts when you reassemble this upper part of the pedestal. Remove the four round head 1/4-20 x 3-1/2 machine screws that serve as compass bolts.

On our binnacle, the compass comes off by simply twisting the stainless housing. The two screws on the topmost forward black plastic are only there to hold the light bulb in place. Don't remove them with the compass still in place.

I like all the suggestions so far. I haven't studied the pedestal a great deal, but, I don't see any screws or bolts to remove. I have another question now. There seems to be about 4 to 6 inches of play in the steering. Like an old car. To fix that, is is just a matter of tightening the cables on the quadrant?
