We have a recirculating toilet by Thetford (if I read the labels correctly) on an older boat which we just recently purchased. We cannot seem to get it to work properly and can find no instruction booklet. Can anyone give us any suggestions?

The only recirculating toilet Thetford still makes is the "ElectraMagic"
Which, depending upon the age of your boat, may not be the one you have.

However...recirculating toilets are not a good choice for boats. They hold only about half the flushes a portapotty does and really start to stink if not emptied just about daily. So if it were my boat, I'd toss the d'd thing overboard and replace it with a 5-6 gallon "MSD"portapotty (MSD means it's designed to be permanently installed and is fitted for pumpout).
