The latest version of Coastal Explorer is 4.0.18154.1826
This is the version I am running that shows AC on the charts. It has the AC API to get AC on your charts.
The latest 3.1 version is Coastal Explorer - 3.1.17086.2000
I do not see where the update history has the AC API in the software. This may be the issue you are experiencing.

Aqua Maps app has this version that I use on my home laptop for pre-planning. You can measure distances (although you have to create a route, not quite as user friendly as the old AC but it works). it also has the AC database to check marina and anchorage reviews as you plan. I also added the Aqua Map app to my iPhone for backup when on the move. Too bad. AC was great, but it's gone downhill fast since Jeff sold it to garmin...

You will need to upgrade to the new 4.0 version I believe. Send a message to support asking about it. Think they had to change the platform to accommodate the new AC. I was told the programmers were working with Garmin regarding the access within CE.
