I recently had the teak toe rails cleaned and new teak oil applied. I've noticed some black spots that looks like mold. Do I need to sand it down past the black and reapply oil?

Once the black spots appear, you have to refinish a little. Don't take off too much. Scrub it gently with a little cleaner. Try not to gouge it or remove too much with a brush. Teak is soft. The grain is easily removed, and you do not want to do that. Black spots are more common under varnish. I have never seen black spots under oil.
