Surfboards before swimmers.
Can you imagine running a surfboard while wearing a PFD, a sound device, Identification, nav. lights, bell if over 20M, throw-able device, flares, etc. etc. etc. ... and on and on and on.
Will the USCG also require 'sanitation inspections' on paddle boards?
Enforced INSANITY ... simply to enhance 'revenue'.

In the state of Florida if your head goes underwater while swimming the FWC will issue you a citation if you dont have the required 'divers flag' ???!!!!????!!!!!

Well I don't see anything different about this from the row boat or canoe. Sounds reasonable to me.
I typicaly carry a life vest, light and sound signal in my row boat and if I was doing open water stuff the chart, compass/GPS all sound like prudent things to have.
For the record it does not say you have to be waring them just have them, a flashlight is suficient for the nav light and a whistle is a sound producing device.
I'm not thinking that a PFD with whistle is really that big a deal.

Divers Flag

I have heard about the diver’s flag citations as well. At first it seems ludicrous but if you have all sorts of boats buzzing around you it seems to kind of make sense. If you fly the divers flag FWC can then cite the boats buzzing around who are not slowing down. You can even call them and report the offending vessels. You can make it work for you.

The glass is only half full! There's money to be made designing a multi function paddle/nav light/dive flag/pfd/gps/xm radio/VHF/smart phone/elec trolling motor and a sail device $$$$$

Cha-ching.

Dreamed up in America but of course it'll be made in China.

Wait, I just realized I've just described my sailboat:)
