Swing Keel

My swing keel is almost imposible to raise. It has a five purchase pully system but I noticed on the pulpits bakelite pully just above the cleat a lot of line grooves. This tells me that the previous owner had problems also. The only way to get the keel up is for me to go below and pull on the steel cable whole another person takes up on the line. Can anyone tell me a good solution to my problem?

Centerboard

You probably have a centerboard since the C250 doesn't have a swing keel. We'll assume it's a water ballasted, centerboard model. Ask the nice folks at the Catalina 25 Association They'll have lots of answers.
