Swing Keel Broken Bolt

While getting the boat ready to launch I noticed two of the four bolts missing from the underside that hold the swing keel in place (I think)(they are 3/8 x 1 1/2"-16) . Upon closer inspection I found one of the bolts had been broken off deep inside. I have tried to drill and use an easy out to remove the bolt, but it isnt coming out. Any ideas on what I can or should do? At this point I am ready to go with two bolts in one side and two in the other. Thanks for any help or advice on the subject.

Stuck bolt

Many solution most drastic is to saw the nut out of the hull and epoxy and glass a new on in about 12 man hrs per pair if bolts are stainless or brass brass a new end the remove best solution is to use a left handed drill bit the largest you can get without damaging the threads good luck if you need any other advice email me at ssadt@aol.com recently did major refit on c25
