2004 Hunter 41 swimming ladder won;t side up and down easily - I suspect there are gaskets or something inside that have rotten away. Also missing some end caps. I hate the idea of replacing the entire thing - any such thing as a "rebuild kit? or something ?

It's not likely that a rebuild kit is available. Post pictures. Call the forum store as they might know who made the ladder and can get you parts.
To add to @Project_Mayhem suggestion the forum store has the build list along with engineering documents to replicate your ladder as the store is staffed by former Hunter employees
