Numerous threads have popped recently about registering for vessel entry/re-entry to the US. I just finished my "multi-mode" traveler checklist and here is the step by step that I followed. (There are short cuts, or things you may not need, but this is what worked for me.) You will need at a minimum, a passport, a CBP decal, an interview, and boat registration numbers to complete the process. So, if you are already a trusted traveler through NEXUS, Global Entry etc. you are done with the interview. Please note that TSA pre-check does not count. I can also highly recommend the Global Entry. With 15 returns from overseas in the last year, it was absolutely worth every penny (100 bucks for 5 years!) Please complete each step before going on to the next. Step 2 verifies you. Step 4 verifies your vessel. Step 5 links the two and gets you registered.

1. Get a US Passport.
2. Go to https://goes-app.cbp.dhs.gov and sign up for global entry
3. Complete interview for Global Entry and wait for the hard card to arrive in the mail.
4. Go to DTOPS at: https://dtops.cbp.dhs.gov and get a decal number for your vessel.($27.50) you will have to create a user and then go back and create an account and pay for your decal.
5. Once you receive your decal number, go to https://svrs.cbp.dhs.gov and apply (as a trusted traveler) for the Small Vessel Reporting System for both you and your vessel. You will have to input your trusted traveler number and your vessel decal number.
6. Once you receive the confirmation, set your password and security question.
7. You are now able to file your return float plan through the SVRS and check in remotely.
8. You can add SVRS and non-SVRS passengers to your check in sheet. Non-SVRS passengers "may" be required to report in person as soon as practical upon arrival in the US. You will also have to enter all their travel document information into the SVRS.
