You can get the water out of the cylinders by hand cranking the engine in the normal direction of rotation. The piston will try and compress the water on the compression stroke so when you meet with resistance just go slow and let the water leak past the rings. Once you have gone through at least 8 rotations you will have all the water in the oil sump. Then just change the oil and proceed.
You should get the water out of the engine, and the engine started as soon as is possible. This can be the difference between having a motor or an anchor. If it starts to rust up inside, the end is near. The motor should be started and ran enough to generate some heat. Then the oil changed and ran some more. And don't forget the oil filter.
Definitly: out with the spark plugs, crank it. Change out, new park plugs, get it to run. Once it fires up, change the oil again, run it until it gets hot. also, suck any water out of the muffler, or just disconnect it to drain it.
