Start on the suction side of the pump
I would start looking on the suction side of the pump to make sure water is getting to the pump. One potential culprit is the strainer, assuming you have one. They can get clogged and prevent sufficient water from reaching the pump, and can also prevent the pump from building up enough pressure to shut off. Open the strainer, take out the screen, clean and replace it and see what happens. If that doesn't do it, I would then disconnect the hose somewhere close to the pressure (outgoing) side of the pump and see if water is coming out when the pump is activated. How these two steps turn out will dictate where to go from there. Good luck.Ed.
