styrofoam in the boat is it necassary?

restoring an O'DAY 22, I found styrofoam under the front bed and under the cockpit, is it necassary to keep the foam?

without the foam, it will sink like a rock, and you don't 'walk' home from a sinking, and the raising of the boat will cost you, and your ins, if you have any, may not pay due to your removal of the foam, which is a coastguard safety req for the past 20 years....
