I heard stuff was big in Texas.

Being a bright orange, it has to be seen against a background. That's why I am thinking safety or mooring activity. How about a fishing line tender or downrigger or ice fishing flag?

If this gang has not hit on it yet, you certainly have something unusual..

(Now I'm VERY curious).

What you have sir is a whosiwhatsit in factory orange. Notice I did not say safety orange (safety orange means you won't lose it, Making that "winch service box" orange WILL NOT prevent you from knocking it, and all the little parts you were trying to keep together, overboard).
One of the hard and fast rules of sailing that i have learned over the years is this: Doesn't matter what it's original purpose is/was or what it's called..............put it back in that drawer o' stuff that we ALL have on our boats. Some day (probably in the not so distant future) you will be trying to remedy something and you will say "let's see if that orange whosiwhatsit will work.". At that point it becomes priceless and you'll be glad you had it.
