Mission accomplished
I want to thank everyone for there advice. I heated up the inside of the gland. That didn’t seem to help. I was going to oil it but forgot the oil. On the way to the boat I purchased medical forceps. The forceps and metal dental pick worked the best for me. The dental tool would loosen the packing and the forcepts would lock onto the loosened area. I could then pull out chunks of the packing.

Ah, yes. Me bad. I forgot about the forceps. I picked up a couple different sizes at Harbor Freight. Between those and the cotter pin removal tool the work effort was reasonable.
