Stuck Y Valve Holding Tank System

My Y-valve on the holding system is stuck/frozen and short of replacement I was wondering what would (if anything) would be good to spray on it to get it moving. Found this on a Coast Guard inspection. The good news is that it is stuck in the correct position even without the tie wrap. Your help, comments or experience would be appreciated. If replacement is the best option that's not really a problem as it will be out of the water next month for a bottom job.

Whether to replace repair depends on quality

If it's a Whale, repair it...if you can replace it for under $40, replace it. Lack of use and/or lubrication is what locks up y-valves and seacocks. Since you apparently don't use the y-valve enough to keep it moving freely, you may be just as well off removing it altogether.
