storage area below the v berth, 1978 Cat30

I just found out that the area below the v berth in my "78 cat30 is not drained. Can that be true? I found out the hard way (assuming it drained to the bilge)...i washed it down with the hose...the water went no where! pumped it out with a hand pump, no problem, but woth prefer it drained to the bilge.

Does anyone know if I can fix/drill/whatever this issue?

Do you think it was designed to be a dry storage area? Apparently, but if it gets damp, it can create a really bad odor.

Don't think really as a dry storage because water tank is there and sweats as well as mine gets some water from terrible job at rear of anchor locker as well as open to the area where the toilet the through hull is

My configuration does not include an additional water tank so the only thing there are the thru hulls and spare/emergency tiller. I'll check the integrity of the anchor locker.
