When I bought my Hunter 26.5 three years ago it had a fresh coat of VC-17 on it (the survey said so). After that initial season sailing on VC-17 I subsequently applied two coats(seasons)of ablative paint(Interlux Bottomkote). Now, of course, I want go faster want to go back to VC-17. Why can't I just power wash off the remining two seasons worth of ablative and reapply VC-17? Doesn't ablative paint, by definition, wash off with water?

Don

some of it will

BUT I think there will be sufficient residual ablative so as to prevent good adhesion of the VC17. The mfg has a pretty good web site and good customer support so you'd be well advised to get an authoritative answer directly from them (I'm referring to Interlux and talking to the ablative experts as it's really an ablative issue, not the VC17).

You have a number

of issues here. The first was applying Bottomkote over the VC-17. I assume you mean Interlux ACT Bottomkote, which is ablative, and not the modified epoxy Bottomkote? In any event, the VC-17 should probably have been removed before anything different was applied. That was then. Now we have now. You can power wash ablative paint (if that is really what you have on there rather than modified epoxy) until the cows come home and you'll still have to remove a lot of remaining paint with either a sander or chemically. BTW, Practical Sailor did an excellent article recently on the improvements of chemical strippers. My advice is to get back down to the old VC-17 before putting any more of it on. See the compatibility chart below.
