stern leakage through rudder gideon

I bought a 1981 O'Day 22 this year and I have corrected most of its issues to this point with the exception of one. How do I get to the lower rudder gudgeon, nuts pull the bolts and reseal. It appears that the bolts are fastened into a round fitting that rolls with the bolt. For those of you that have loved this problem, I could really use your help.

Is your lower gudgeon fitting leaking? Or is the boat leaking through the screws that secure the centerboard pivot in place?
You mention "stern leakage through rudder support" which I assume means the lower rudder gudgeon (fitting that rudder pivots on) is leaking, but then in your question you refer to the "lower keel bracket" which I would assume has something to do with the CB pivot?

If it is the rudder gudgeon that is leaking, I think the only way to access the nuts for those bolts is to crawl into the cockpit locker (very tight squeeze!). Better solution would be to add an inspection port to the aft bulkhead of the cockpit allowing easier access to your rudder fittings and possibly the outboard bracket bolts. I've posted a pic of this modification on a 222 owned by Joe, a frequent poster here, I'm sure he will chime in with excellant advice on this matter.

Thanks for the help and correction. My boat came with an access hole much like yours, the problem is that my forearm fills the hole and the drain hose blocks visual inspection to see what I'm dealing with.

Thank you dremel tool, I was able to cut off what seemed to be circular objects turned out to be destroyed stop nuts. Made a backing plate from aluminum replaced the 1/4 20 bolts and stop nuts and added 4200 as a sealant.
Should be good to go will know better when it sits in the water for a few days this week.

You may want to replace that Aluminum backing plate with a stainless steel plate. The two different metals will eventually set up a corrosion.
I just replaced a couple of my Aluminum backing plates this year for my side chainplates. It took quite a few years for the white corrosion to start showing up but it finally did.
