Steering Box Drains To Bilge???

My 1990 C-30 model has a hole in each back corner of the steering box which allows it to drain to the bilge in addition to the drain tube which goes out the transom. Was the steering box designed like this or is it a PO modification. Also, should the steering box cover plate be sealed to prevent water from getting in the box to begin with? It seems to me that since the box has a drain, Catalina didn't intend for it to be sealed. FYI, I discovered the two additional holes in the box because the drain out the transom got plugged up and I was getting a lot of water in the bilge every time it rained.

I have a 1992 mkII and recently had to clean it out the steering box. I only noticed the hole leading to the transom. I did not see any additional ones leading to the bilge. I also did not see any type of gasket around the box cover which would suggest it was watertight.

I've never noticed anything in my steering box other than the transom drain.

It is scary that the cockpit would drain anywhere other than overboard. It is just asking for trouble.

There is no seal on my steering box or emergency tiller access plate.

My guess is one of the previous owners drilled holes in the corners of the box instead of unplugging the transom drain. I don't see any need for the additional drain holes so I am going to plug them up with epoxy. One step closer to a dry bilge.....
