Starboard Deck Joint problem

I just found that the desk joint cover has fallen away from the side of the boat. Can someone suggest a simple fix or do I need a dealer. I would glue it on if I thought it would work but perhaps this is a more serious joint. Hopefully the picture will explain more.

pull out the center rubber part...

redrill new holes and pop rivet it back on the side of the boat and fill the seam and the pop rivet heads with clear sealer. Then push the rubber center back into place.
