Stand-Up Paddle Boards and "Rights of Way"

Stand up paddle boards are new, inexpensive, no cost to operate, etc. purchased by many who sadly do not know the rules ignoring common sense in many cases. Therefore, all of us will have to be more observant. Sadly though given the fact this country is the most ligitatous society on earth, awards will be awarded to those who do not derseve it in the event of injury or death.

Recently, Virginia enacted a boating liscense exempting self propelled vessels to include sailboats without engines, canoes, kyaks, etc. which is about knowing the rules and safety which is a start. In addition there is no uniform law across the land to address this new innovation called a stand up paddle board. So what is it going to take.
A Uniform Code for Boating across the country with a mandatory safety course to operate any type of boat in the water?

One start is to encourage all states with rental operations designate areas where to use the paddle boards, have insurance, and give instruction for any who rent them. I know that I may be in left field but common sense and responsibility have been thrown out. Also, make parents liable if children are involved.

As for me I would try a paddle board but balance is an issue with me but common sense is stay in an area where there is no boat traffic but still keep a vigalent eye out

It seems that at the least cities could make an ordinance that forbids children from playing on their water toys in the middle of a sea channel with boat traffic coming and going. One that holds vendors responsible, either through signage or verbal, for informing the kids of the ordinance, etc. Of course, that does nothing to get the parents on board. Perhaps a "bike lane" for paddle boarders and kyakers who wish to use the channel to get out and in; if in the sea channel they must be using the "bike lane" for exiting or entering? At least then the other vessel traffic will know where they will (most likely) remain.
